Starting June 7: New Law Enables Online Real Estate Registration via Biometric ID
On June 7, 2025, the Russian government enacted Federal Law No. 133-FZ, which introduces a major shift in how real estate transactions are processed. The law paves the way for online registration of property deals using biometric identification, removing the need for in-person visits to Rosreestr (the Russian registry office) or notaries.
What’s changing?
Beginning in July 2026, both individuals and legal entities will be able to submit and register real estate transactions entirely online through Russia’s public services portal, provided they are verified through the Unified Biometric System (EBS).
This includes transactions such as:
  • Purchase and sale agreements
  • Donations and transfers of ownership
  • Mortgage registration
  • Shared construction rights and more
Who benefits?
  • Buyers and sellers residing in different cities or countries
  • Remote investors handling property deals from abroad
  • Companies conducting regular or high-volume registrations
Security-first approach
To ensure transaction integrity, all parties will need to pass biometric verification and use a qualified electronic signature (QES). This dual-layer authentication is intended to enhance transparency and protect against fraud.
Effective date:
The system is expected to become fully operational in July 2026, following technical rollout and legal infrastructure updates.

Important cadastre changes from March 1, 2025
the interests of the customer without a power of attorney for any type of cadastral work in relation to capital construction objects, not only for the creation of objects that do not require a construction permit. To confirm the authorization it is necessary to provide:

✅ contract of contract
✅ a certificate of employment (if the cadastral engineer is an employee of a legal entity)
✅ a document stating that the customer agrees with the results of the work

Recall that since the appearance of this norm in 221-FZ in some regions of the Russian Federation, registrars required these documents to be certified by the customer's ES. Now these documents can be certified by the cadastral engineer's ES. The customer's ES will not be required.

5. Legal entities are obliged to submit documents to the rights registration authority only in electronic form

As of March 1, legal entities will be required to submit documents to the rights registration authority only in electronic form. Exceptions:

✅ one of the parties to a transaction is a physical person (except for share participation agreements, which must always be sent electronically)
✅ one of the parties to the transaction are (the exception is valid until 01.01.2026):
✔ peasant (farmer) farms
✔ gardening and horticultural non-commercial partnerships
✔ garage cooperatives
✔ Housing and housing construction cooperatives
✔ homeowners' associations
✅ technical failures or limitations (with such information posted on the official website of Rosreestr)

Increase in prices for the whole range of real estate registration services and state fees
The innovation is connected with the adoption of the law № 176-FZ “On Amendments to Parts One and Two of the Tax Code of the Russian Federation, certain legislative acts of the Russian Federation and the invalidation of certain provisions of legislative acts of the Russian Federation”, which introduced significant changes to the Tax Code of the Russian Federation.
I will tell you in order how it was and how it will be now, let's go in order:
A new state duty for putting the object on the cadastral registration, which was not charged before, was introduced.
-for individuals: in the creation (formation) of the object: 2000 rubles;
in case of change of information about the real estate object: 1000 rubles.
- For legal entities:
at creation (formation) of the object: 22000 rubles;
when changing information about the real estate object: 2000 rubles.
Well, given that it was not, compare it with nothing, I can say one thing will become more expensive.
Further:
For simultaneous placement of real estate on cadastral registration and registration of rights state duty for individuals will increase from the current 2 thousand to 6 thousand rubles, if the cadastral value is not determined or less than 20 million rubles. If more than Br20 million, then Br2 thousand + 0.02% of the cadastral value, but not less than 0.02% of the transaction price and not more than Br500 thousand.
If the cadastral value of real estate exceeds Br20 million - 0.02% of the cadastral value determined in respect of real estate on the date of application for registration, but not less than 0.02% of the transaction price and no more than Br500 thousand.
I think that this fee will hit hard on the pockets of people who have expensive real estate, in particular people who have it in Moscow, St. Petersburg, Sochi, Kazan and other major cities.
For legal entities: in respect of real estate, the cadastral value of which is not determined or does not exceed 22 million rubles - 44 thousand rubles (instead of 22 thousand rubles). If the cadastral value exceeds Br22 million, - 0.2% of the cadastral value, but not less than 0.2% of the transaction price and not more than Br1 million.
For the state registration of the right of ownership of an individual to a land plot for personal subsidiary farming, horticulture, gardening, individual garage or individual housing construction, or on the created or created on such a land plot of immovable property - 700 rubles.
Let me explain what this means, it is a state duty on plots of land on the above types of permitted uses, as well as on capital buildings, vaguely specified what exactly, will include residential buildings or only auxiliary buildings as was previously unknown (as will work in practice will tell a little later). Previously, such a state duty was 350 rubles, it was increased by 2 times.
For carried out simultaneously state cadastral registration and state registration of rights to a land plot from agricultural land - 1 000 rubles. Previously it amounted to 350 rubles
For the state registration of a share in the right of common ownership of land plots from agricultural land - 200 rubles. Previously it amounted to 100 rubles
Also in two times will increase the state duty for making changes in the Unified State Register of Rights, restrictions of rights and encumbrances of real estate. For individuals it will amount to 700 rubles, for organizations - 2 thousand rubles.
For registration of an agreement on amendments to or termination of a lease agreement, if it is registered in the USRN, individuals will have to pay 700 rubles, and legal entities - 2 thousand rubles.
For changes and additions to the registration record of the mortgage state duty for individuals will be 400 rubles, for organizations - 1 200 rubles.
For the registration of a change of mortgagee as a result of assignment of rights under the mortgage or under the mortgage agreement, including the transaction on the assignment of rights of claim, state duty in 2025 - 2,000 rubles.
For the registration of a change in the owner of a mortgage and the entry in the Unified State Register of Mortgages - 1,000 rubles.
For the state registration of the contract of participation in shared construction: for individuals - 700 rubles; for legal entities - 12,000 rubles.
A rather interesting option will be introduced, which is being piloted in some regions of the Russian Federation - official acceleration. The possibility of accelerated registration of real estate transactions (within a period not exceeding one working day): for this service the state duty will be twice as high as the usual one.
Also from January 1, 2025 I increase the cost of my services for work. So the minimum departure geodesic will increase from 5 000 rubles to 6 000 rubles, complex cadastral works from 27 000, to 32 000 rubles, legal support will also be increased by a minimum of 5 000, preparation of notification of the beginning of construction will increase from 32 000 rubles to 35 000 rubles.

In Russia, all gift transactions will now be notarized.
The procedure for the execution of contracts for the donation of immovable property is changing in Russia. Such transactions must now be notarized.
This innovation provided by the Federal Law of 13.12.2024 № 459-FZ “On Amending Article 574 of Part Two of the Civil Code of the Russian Federation” is aimed at protecting the property rights of citizens from possible abuses.
The transfer of property is often accompanied by cases of pressure on the donor and deception. We would like to note that this applies to the elderly, people with mental illness.
Now after the entry into force of the new law, the notary will be obliged to check whether the content of the transaction corresponds to the real will of the donor, to tell him the legal consequences and to completely exclude the risk of sham and sham contracts. This should exclude situations when the donor, misled, formalizes the transaction without understanding the consequences.
Until now, the registration of such transactions took place through the MFC, which of course did not provide a sufficient level of protection. Now this procedure as a visit to the notary becomes mandatory even if the gift is made between relatives. It is believed that this innovation will eradicate this problem.

The minimum holding period for personal income tax exemption may again become 3 years.
At the moment, in order to fully exempt a taxpayer's income received from the sale of immovable property from personal income tax, he must have owned it for at least five years (Clause 4 of Article 217.1 of the Tax Code). Although there are exceptions, in the case of sale of inherited or privatized property, this period is reduced to three years (paragraph 3 of Art. 217.1 of the Tax Code). The same period is set for the sale of the only housing.
The State Duma begins consideration of the bill proposing to reduce the minimum limit period of ownership of real estate to three years from the current five. Also, the legislator wants to reduce the period for those who sell property received as an inheritance or gifted by a family member or close relative, such period will be only one year. At the moment it is two years. According to the Family Code of the Russian Federation, close relatives are parents, children, grandparents, grandchildren, full and half-brothers and sisters (article 14 of the Family Code of the Russian Federation), the list is limited.
